3.To be a assigned a city to reside in for a period of 4 years ..checked weekly , like signing in with fingerprints   for all  family members until  the resident period is satisfied after 4 years can move where you want to

4.no voting rights for a period of not less 10 years

5. no automatic citiznship for thoses born here of illegal immagrants
